Wide Use

Many use it. It has been reported that Facebook has over 2 BILLION active, DAILY, users. 
Phones are a norm now. Facebook and Instagram are widely used and ads are seen. 

Targeting

I have thought of things like tv and radio as a "wide net," if you will, "fishing" for the right person. Perhaps the right person will see it.
However, with Social Media you can try to TARGET the correct individual. You can hope to get your ads in front of the people that your ad might actually matter to. 
Have you ever been talking about something and then seen an ad for it on your phone?

Cost

Though specific goals may matter, (clicks to site, leads, awareness,) thousands may be reached for relatively little.

CPM is something that means cost per 1000 impressions. It is not uncommon to have this under 3 dollars. This means for around $3 there were 1000 impressions of your ad. 

This can be potentially more impressive when thinking that those impressions are hopefully targeted to the right individuals.
 

Availability

I for one, have YouTube that is paid to be ad free. I don't see tv ads often. Radio/music I often listen to is ad free.  However, Facebook and Instagram is a way that I may see ads.
